Committee Executive Summary
Enhancement of law enforcement capabilities both in Arizona and Sonora through strengthened collaboration, training, and information sharing to improve public safety and better protect and serve the citizens of both states. Achieve measurable improvements in the effectiveness and efficiency of public safety personnel in combating crime through strengthened partnerships, enhanced operational capabilities, and the continued exchange of intelligence, training, and best practices.
Action Plans
#1 – Binational Training Identification and Execution: The committee is dedicated to identifying and executing mutually beneficial training programs for law enforcement personnel designed to directly improve public safety operations in both Arizona and Sonora. By equipping law enforcement officers with advanced skills, comprehensive field resources, and modern tactical techniques, this initiative aims to significantly enhance public service delivery and community safety across the megaregion. To achieve this, the committee has formally identified three immediate, high-priority Law Enforcement Officer (LEO) training tracks for cross-border deployment:
- Vehicle Traffic & High-Risk Stops Training
- Basic Vehicle Theft Training
- Primary Response Team Rescue Techniques / Tactical Medicine
#2 – Binational Information Exchange: The committee has prioritized the immediate development of comprehensive information exchange, for example the development of a statistics report covering achievements in the megaregion.
#3 – Joint Operations: The committee has established a strategic framework for joint operations. This initiative relies on deep intelligence sharing, collaborative fieldwork, and strong institutional partnerships specifically designed to disrupt and prevent the illegal southbound trafficking of weapons from Arizona into Sonora. By targeting this, both states will significantly improve regional security, reduce violent crime, and protect border communities on both sides of the line.
